Mr. Brian Russell

Principal

Brian Russell grew up in Chesterfield County where he attended Salem Church Elementary, Salem Middle, and graduated from L.C. Bird High School. He then taught at Salem Middle for 14 years before moving into administration at L. C. Bird. He was an assistant principal at Monacan High School for 8 years before he became the principal of CTC@Hull where he now serves as principal for both campuses of the Tech Center.

He has dedicated 26 years in education working in Chesterfield County as a Technology Education teacher and administrator. His strong desire to support the Technical Centers comes from his passion for the career and technical education programs. As a former contractor, he understands the value of learning a skilled trade and being exposed to career opportunities at an early age.

The Tech Center stands on three pillars of student engagement. The first is to create a safe and nurturing environment for all students. The second is to provide a career experience that models our workforce and our community. Finally, we build relationships to help our students become college or career ready.

Portrait of Ryan Devlin

Dr. ​​Ryan Devlin​

Associate Principal

Hailing from Pittsburgh, Pennsylvania, Dr. Devlin has a professional passion for career and technical education. He enjoyed his high school carpentry class at Forbes Road Career and Technical Center and has carried that experience with him throughout his professional career. Dr. Devlin got his start as a wood and metal shop teacher at Varina High School before becoming an Assistant Principal at Charlottesville High School. During these years, he earned his bachelor’s degree in Technology Education from California University of Pennsylvania, and his Master’s and Doctorate degrees in Education Administration and Supervision from Virginia Commonwealth University. He then finally found his calling at Chesterfield Career and Technical Center. Dr. Devlin takes pride in his track record of breaking down barriers between students and academic opportunities. He considers himself a true advocate for students, the trades, and preparing young people for the workforce. In his free time, Dr. Devlin enjoys tackling home improvement projects and spending time with his wife and daughter.

Portrait of Renee Green

Ms. Renee Green

Associate Principal

Renee Green was born and raised just outside of Tampa, Florida. She earned a B.S. degree in Secondary Social Science Education from the University of South Florida in 2008, and began her teaching career at James W. Mitchell High School in New Port Richey, Florida, home of the Mustangs. While there she taught United States History and volunteered to coach with the JV softball team. She moved to Virginia in 2009, and became a proud Panther teaching and coaching at Hermitage High School in Henrico County. There she taught Advanced Placement Psychology, Introduction to Psychology, and Collaborative World History courses. She also served as the Head Softball Coach. In 2016 Ms. Green made the move to Chesterfield County where she became a Warrior, teaching World History I and Success at Matoaca High School. She earned her Master’s degree in Educational Leadership from Virginia Tech in 2017, Go Hokies! and began her role as the Dean of Students at Carver College and Career Academy that same year. In 2018 she became part of the Skyhawk family when she was named as an assistant principal at L.C. Bird High School. Ms. Green spent 4 amazing years at L.C. Bird High School and has recently been appointed to the position of the Associate Principal of the Tech Center at Hull Street. She looks forward to working with the Tech Center faculty and staff to continue providing students with a high quality CTE experience, one which leads to an industry certification, and hopefully employment within their field of study.

Mr. Paul E. Lathrop

Dean of Students

Prior to career switching into education, I was an Executive and Analyst for a Fortune 500 company in the Greater Richmond Market. I joined the Chesterfield County family in 2017. I taught Mechatronics and Robotics to eleventh and twelfth graders at the Chesterfield Career and Technical Center at Hull for five years until starting a career in administration at the Chesterfield Technical Center in 2022 as the Dean of Students.

I received my Associates of Science in Engineering from Reynolds Community College in 2009, my Bachelors of Arts degree in Business Management from the American Military University in 2015, my Masters of Education degree in Educational Leadership from Liberty University in 2021, and am expected to finish my Doctoral degree in Educational Leadership from Liberty University in 2023.
